Departments
Accounting and Finance
The Accounting and Finance Department (AFN) provides financial and billing services and support to INBC’s customers and internal departments. AFN is headed by the Director of Finance and Logistics (DFL) who oversees daily financial operations of the department as well as facilitating facility and supply management. The overall functions of this department are the responsibility of the Chief Financial Officer.
Administration
The CEO, who reports directly to the Board of Directors, is responsible for all INBC activities which include financial, operational, and regulatory requirements and activities. INBC’s Medical Director is responsible for medical oversight in the areas of Donor and Patient Services and Laboratory Services, and provides consultation to area hospitals and physicians. The Vice President of Technical Services is responsible for the overall operation of Donor and Patient Services and the Laboratory Services departments. The CFO coordinates department budgets, external audits, board/finance committee meetings and communication with the Board of Directors and is responsible for INBC’s Risk Management Program.
Computer and Information Services
Computer and Information Services (CIS) Department provides centralized computer support for all departments and all aspects of INBC activity. CIS also maintains INBC’s network-based phone system server with approximately 150 phones including connections to our remote facilities in Lewiston, Coeur d’Alene, and Moses Lake. All computer hardware and software is installed and maintained by CIS staff. Both software and hardware validation is also coordinated through this department.
Development & Communications
The goal of the Development & Communications Department is to facilitate financial and in-kind contributions for INBC to support, modernize, and expand blood and transplant services. The Development and Communications Department also houses INBC Marketing and Public Relations, which includes community/media/legislative relations, advertising, promotions, and special events. This department strives to build relationships with the individuals, organizations, corporations, civic groups, and the media to help educate these audiences on the importance of INBC’s mission with the overall objective of encouraging financial and in-kind support. INBC’s Development and Communications model is “balanced” in nature, meaning it obtains revenue through a variety of sources such as grants, special events, direct mail campaigns, targeted fundraising initiatives, and special corporate advertising and promotional opportunities.
Donor Recruitment
Donor Recruitment is comprised of three major areas of responsibility Recruitment, and Volunteer Services. The Recruitment area includes field Recruiters, Telerecruiters (phone and email), and support staff who collectively recruit donors, establish blood drives, and educate the community on the importance of blood and platelet donation. The Volunteer Services area coordinates the functions of the over 300 community volunteers who assist the organization in such areas as canteen hosts, selected blood collection duties, blood couriers, and clerical support.
Donor and Patient Services
Donor and Patient Services (DPS) is the largest department consisting of approximately 55 staff members with the primary function being the collection of blood products. The most common donation programs include the Whole Blood Donor Program and Platelet Pheresis Donation Program. Specialized collection services include the Autologous Donor Program, Directed Donor Program, and Specific Patient Donor Program. Additional INBC nursing services are available for support of patients’ needs including therapeutic hemapheresis services at local hospitals. Additionally, Peripheral Blood Stem Cell collections are performed for either the National Marrow Donor Program or the patient’s own use during treatment.
Human Leukocyte Antigen Laboratory
Human Leukocyte Antigen Laboratory (HLA) specializes in histocompatibility testing (tissue typing, antibody screening, and crossmatching) in support of the regional organ procurement organization and local kidney and heart transplantation programs. Tissue typing is also performed on donors who wish to be placed on the National Marrow Donor Program Registry and for patients with suspected autoimmune diseases. Platelet immunology testing is available to provide HLA matched or compatible platelets for patients who are not responsive to routine platelet transfusion.
Human Resources
Human Resources oversees the full range of health, safety, and personnel functions including the hiring process, compensation, performance appraisals, benefits, policies, management support, employee relations, education, and training of INBC employees and volunteers.
Laboratory Services
The Laboratory Services Department is broken up into two primary laboratories. The Transfusion Service Laboratory manages all aspects of testing and typing of donated blood products as well as the delivery of blood products, patient cross matching, and reference services for regional hospitals. The Component Laboratory prepares blood products from each whole blood donation, specifically modifying the whole blood collected into components such as red blood cells and plasma. INBC Laboratory Services staff members are active in teaching and training programs for the region’s medical technology and technician students.
National Marrow Donor Program
National Marrow Donor Program (NMDP) is a national registry to identify unrelated HLA matched bone marrow or adult blood stem cell donors for patients worldwide. This department serves as the region’s NMDP donor and collection center for Eastern Washington, Northern Idaho, and Montana.
Quality Assurance
The Quality Assurance Department (QA) directs regulatory affairs and quality assurance with responsibility to meet licensure requirements of governmental and professional agencies. This includes developing and managing a total quality program of self-auditing and quality control testing to detect and correct problems. In addition, QA performs donor notification for donors with positive testing results and insures the accuracy of all donor deferral documentation.
